Pin closed tool terminal variants in U3 candidate

Why: Both supported tool finish reasons must fail closed when no call was collected; the Dev composition pins that exact Agent-Native revision through Agent-Squad and Backend.

Evidence: The function_call regression failed before the fix and passed afterward. Agent-Native, Agent-Squad and Backend full vet/test suites, strict Dev pins, and task-owned PostgreSQL/browser checks passed at their recorded versions. Current Dev HEAD CI and final independent replay remain pending.

Impact: Component gitlinks and task evidence only; no paid model call or deployment.
