Why: record the second W5 implementation attempt per agent-per-unit governance.
Evidence: w5b-trace-impact-endpoints completed via cursor attempt 1; transport 2e5fcb7 on the RDM child branch; SELF vet ok and rdmapp+plugins/rdm tests all ok.
