Record the lifecycle re-verification covering increment D

Why: the rdm.pin upgrade merged via #715; the lifecycle suite rerun now exercises the increment D delivery through the real pipeline.
Evidence: receipt w12-lifecycle-increment-d-green.json — 40 tests OK (skipped 1), exit 0 against pin 9176476b after the documented schema reset of the reused PG instance.
Impact: Task card only.
