Preserve U3 stage-seven sync receipt

Why: The final review packet must show a clean current-base sync after the planning-status correction.

Evidence: make task-sync recorded sync_base e1bc260, tested_head b14c431, and changed=0; full output is tool-written in the task card.

Impact: Only task-card evidence changed; Backend candidate and component test objects remain fixed.
