目标与非目标
目标：完成计划 U1-U6，使 Development-Guidelines 只定义可复用的交付原则，Dev 保留自己的分支/命令/证据细节，并允许已授权、工作区安全的既有任务在远端暂不可用时有限本地续作，同时保持新任务启动和正式交付的严格远端门禁。
非目标：重做已合入 V3 P1-P3；执行两周指标复测 M；改变分支保护、自动合入或凭据管理；更新其他规范消费者。

make test-governance与make test，最终 PR 仍须当前 HEAD 独立 Review 和完整 CI。验收：R1-R10 全部满足；LOCAL_READY 不得被提升为 READY/REPLAY/GATE；未知副作用、未授权、扩围、不安全共享工作区和未对账 Git 状态仍停；Guidelines 已合入，Dev pin 与采纳记录匹配其 SHA，组合验证及当前 HEAD CI 通过。
生命周期：接纳新需求关闭（
