发布已获用户评审通过的 RDM 两树一网方案并完成 Dev 组合集成。

  • modules/documents gitlink → d3e40c783d1a092b67d025303f28384a564548f4（Documents PR #63 merge）。
  • PROJECT.md「方向与规划入口」新增方案主记录链接。
  • 任务卡 .task/feature-rdm-two-trees-audit-plan.md：五阶段评审通过（2026-10-11，用户会话裁定）、KTD4 双层管理员裁定（基座 isAdmin 超管＋RDM 台账域管理员）、Documents PR #63 合入记录、doc-check SELF 收据。

Why: 方案经用户五阶段一并评审通过，Dev 权威组合须钉入已合入的主记录并提供规划入口。
Evidence: SELF 文档检查（exit 0，r1 裁定版 sha256 56c0fada…）经 make evidence 写入任务卡；Documents PR #63 merged=True（API 查询）；本 PR 由 CI 在 HEAD 运行 make test＋make build（GATE）。
Impact: 仅 gitlink、PROJECT.md 与任务卡元数据；无代码变更。业务实施（U1 起）另行立项授权。
