weichen ea719f7b96 Pin the U1 closeout documents and refresh the plan status line 
Why: U1 (RDM PR #199/#200) 合入事实须回填唯一主记录与 INDEX，并钉入 Dev 组合；PROJECT.md 方案行的"待评审"已过时。
Evidence: Documents ab6b36c（方案状态行+U1 进展段+INDEX 行，分支 feature/rdm-u1-dev-closeout 已推送）；RDM PR #199 merge 9b1b78a、#200 已合入；Dev PR #340 merge fe151b7（SELF，组合验证见后续 make test 收据）。
