任务卡：.task/feature-svc-account-hardening.md（H1–H6 需表、授权、evidence 三段）。

Why: 合同遗留项全部收口——API key 撤销 SSE 断流、兑换跨实例限流（v29）、U7 原子开户/首管串行/CLI 凭据交付（Backend #192，CI success at bc1e0a3）。

Evidence: make test / make build / task-sync 三段收据已入卡（SELF，worktree）；构建版本串 backend=cfb8308。组合 CI 为 GATE（含 test-pg 真库并发）。

Impact: backend pin cfb8308；合同遗留项节全部标记已实现；部署与 live 可验证项验收随后在本任务执行（H6）。

Record the task card for feature-svc-account-hardening daa59836bb 
Why: establish the authorized task workspace and its initial baseline.

Close the login recovery contract leftovers in Dev d518b3eab2 
Why: The remaining open items (API-key SSE closure, cross-instance
redeem backoff, U7 atomic bootstrap/create, CLI credential delivery)
landed in Backend #192; Dev pins it and closes the contract leftovers.

Evidence: Backend #192 CI success at head bc1e0a3 (GATE); composite CI
on this PR re-runs the suite incl. test-pg (GATE).

Impact: backend pin cfb8308; contract leftover section now records all
items closed; task card H1-H6 requirement table.
