治理大任务（L1 initiative）：分层分支交付与规范精简 r1。任务卡与本 PR 描述为同一份文档：合入前折叠闭合后位于 .task/archive/feature-delivery-model-v3.md。

  • 主记录：modules/documents/docs/proposals/2026-10-18-delivery-model-v3.md（Documents #112，e2f5729）
  • P1：make task-close SELF=1 合入前折叠闭合；make ci-wait（快速失败、双次全绿确认）；子模块 --jobs 8
  • P2：非 main base 的 PR 跳过 test-pg/svc-realcombo；make test-affected；登记子任务免分流、自动 precheck；三种卡模板；层级/任务通道/分级门禁写入 policy/delivery.md
  • P3：证据摘要入卡（完整收据源码外）；AGENTS.md 入口化；合入调度并入 policy/delivery.md#合入调度
  • M：复测计划已登记（约 2026-11-01）

Why: 降低 main 推进与 CI 重跑频率，L2→L1 轻量化，规范精简。
Evidence: 任务卡"证据"段（make evidence 写入，SELF）；独立 Review APPROVE（fresh session）；最终 head 的 CI 为 GATE。
