Why: 存量闭合 PR 因既有后端用例 TestToolCallDeltaBeforeExecution 时好时坏而阻塞；按 delivery-model-v3（#608）一次性清理存量卡，后续改为合入前折叠闭合。
Evidence: 各提交为原闭合分支内容的 cherry-pick -x；CI 结果见本 PR 检查（GATE）。
