WIP：O2 I2（Backend route_contract_eof 系统层配置与按身份挂合同）的任务卡与阶段 6 评审包。

  • 任务卡：.task/feature-fast-slow-o2-i2-backend.md（任务卡与 PR 描述为同一份文档）
  • 组件 PR：Agent-System-Backend #224（草稿；阶段 6 人审通过前不合入）
  • 本 PR 不含 gitlink 变更；I3 Dev 改钉另行启动。
