Evidence: agent-exec run receipt /tmp/iam-link-u7b-b-run.json terminal_status=success, transport.commit=83dd244c5b476d9a9e719ec6d18dd615f7822329; host verification shows internal/rdmapp + internal/projects tests pass; plugins/rdm tests have 4 expected failures (TestAuditReaderSeesRuleOptionsBindingsAndTraceMetadataWithoutBody, TestU1DocumentExportUsesContentPermission, TestDocReadHonorsStageRange, reg_citation) which are U7B-C scope.
