Why: The new evidence-bound checkpoint candidate needs a reviewable account of what the local and browser gates prove.

Evidence: Tool-imported Dev combination, isolated PostgreSQL and real HTTP fake-stream browser receipts; previous knip failure retained.

Impact: Documentation only; r0.2 model quality remains FAIL and r0.3 paid A01 remains NOT_RUN.
