Why: Dev PR #340 pinned this Documents branch tip while it was never merged into Documents main (cross-repo pin discipline); this reconciliation unifies both planning lineages.

Evidence: merge-base 2a5f658; INDEX conflict resolved as union (U1+U2 progress row + two new plan entries).
