Why: documents main gained two plans after the index snapshot, and Dev has since merged N2, N3, Q2, and Q3.
Evidence: 21 markdown proposals are present at HEAD; merge SHAs were read from Dev origin/main git log --merges.
Impact: navigation only; proposal bodies and acceptance claims are unchanged.
