Why: Second review kept stages 1-4 at "needs revision": narrow-screen placement conflicted, unread and current/history rules were inconsistent, idempotency and quote authorization scope were open, NB12 lacked acceptance for closing a satisfied choice, and the light-notice assumption had no decidable walkthrough. Evidence: SELF only. Consistency script PASS (NB01-NB24 and text structure); real model, browser walkthrough and make test are NOT_RUN. Impact: Documents only, r2-draft.3.
