Blocking a user prevents them from interacting with repositories, such as opening or commenting on pull requests or issues. Learn more about blocking a user.
Why: PR 合入由智能体在完成 Review、解决冲突且当前 HEAD 的全部必需 CI 通过后执行，无需再由人操作。当前任务边界和平台批准要求继续适用，闭合 PR 采用同一流程。
Evidence: 独立 review 收据 status=complete、无主发现；原始独立重放与最终规范 hash 关系已由工具保存于任务卡。SELF 治理回归 212 用例（211通过，1个既有真实PG专项未配置而跳过）与12个链接/锚点核验见任务卡；最终 PR HEAD 的 CI 待平台执行。来源仍分别为 REPLAY/SELF/GATE，不以本地记录提升可信等级。
Impact: 本次只调整项目交付规范、智能体入口、任务模板与闭合提示；平台能力登记为 manual。实际合入前核验运行/job/SHA及最新base/head，不变更分支保护。

审阅覆盖限制
交叉审阅引用了范围外的历史任务卡，相关材料和推理已排除；原始收据保留于任务卡。平台负例、runner隔离与凭据权限不由这次只读审阅证明。既有模板测试未逐项断言新增三个记录字段，是非阻断覆盖建议；本次未实现新的合入守护器。
